[ISSUE]: Entity Actions might need "context indicator"

Version: 14.0.0-RC1

I just noticed that the "Reload" options is shown in the Action-dropdown inside the workspace view:

While it's probably not an issue and it also probably works to reload the tree from here I'm not sure if it really make sense. Maybe there should be a way to put a condition on the entity action to indicate "where it make sense"?
