Allow to open popups even in edit mode

So to make easier to have a preview while changing the text or settings.

The current problem is that the click on a feature open the "edit tool bar":

Two possible options:

• include this bar in the popup itself (but thing that the popup can be a panel)
• switch to right-click to access the edit buttons and reserve the click for the normal popup
