Ability to block songs from being requested

Add ability to blacklist songs by id.

How would this be used? !song blacklist current and !song blacklist <position> for songs in queue or by adding song IDs?

That and !song blacklist <uri>. Or even integrate searching similar to !song request <something>.

Having the ability to manage the list through the UI would also be useful.

Also, given that there's some active discourse around the potential issues with using the word "blacklist", something else might be more appropriate, like "blocklist" and !song block ... instead.

It's also more descriptive.
