Cannot build

I followed the below instructions and the app was built. https://stackoverflow.com/questions/46537373/unresolved-package-generated-in-androidmanifest-xml/47384765#47384765

then i tried to add firebase to my app, followed the instructions and now i am getting the

Could not find aapt2-proto.jar (com.android.tools.build:aapt2-proto:0.3.1). Searched in the following locations: https://jcenter.bintray.com/com/android/tools/build/aapt2-proto/0.3.1/aapt2-proto-0.3.1.jar
