!wme does not work for people who do not follow the bot

~~Not clear why.~~ It feels like Twitch introduced that recently. We need to research on how to do whispers properly. We probably want to just verify the bot.

This is how the bot "sees" the whispers of some users:

When a user issues !wme command we can check if they follow the bot and warn them that the message may not be send. Or maybe the server answers something useful on unsuccessful /me and we can use that to trigger the warning.

I think the easiest implementation would be just always respond on !wme with a reminder that you have to follow the bot to receive the message
