miltertest: Consider removing dependency on libopendkim

The miltertest program is a general-purpose utility for testing milter applications. It currently includes the OpenDKIM header file, however, as far as I can see it doesn’t use any of the included symbols.

Please consider whether the dependency on libopendkim is really necessary. If not, the dependency could be removed and miltertest could be built independently as a stand-alone milter testing tool. In distributions such as Debian, the libopendkim shared library wouldn’t need to be installed when installing the miltertest package.

This doesn't sound unreasonable at all. As you can see I've been a little busy *points at OpenDMARC* over there, but I hope to come over here shortly and share some of the love.
