Add in GitPOAP notification bot for new merged pull requests

Expected Behavior

Bot will comment on newly merged pull requests to inform contributors that they've earned a POAP and instruct them where to claim it

@nixorokish does the bot comment for every PR from a contributor or only their first contribution for the year?

@davidmurdoch just double-confirmed with our guy who wrote the bot and with previous interactions - only one comment per year, per user. It only comments when the PR made the user newly eligible for a GitPOAP :)
