Short description of the app

GitLab Runner is an application that works with GitLab CI/CD to run jobs in a pipeline.

@Ornias1993 suggested in #227 making a separate issue for the runner itself.

Agreed, thanks for the issue. Runner is a totally different beast, might be easier might be harder but at least different 👍

Because no one was interested in working on it. This is just a request. So if anyone want to contribute knows what users want.
