Added new tags and support for optional types

[MC-Fatigue]

Added tags that have arguments: @typedef, @type, @member Added rules in order to capture:

• optional types: @param {number} [index]
• optional types with atomic default values: @param {number} [index=0]
• optional types with default values that are lists: @param {number[]} [a=[1,2]]

Added tests for new tags and types.
