Add ppa:chris-lea/zeromq to the whitelist

We would really benefit from this PR being merged. Currently we have to compile ZeroMQ, which is a quite long process , and also we're tied to the legacy infraestructure because of the need to use sudo to build ZeroMQ.
Is there anything holding this up?
I would also benefit from this. My build times on Juno are ~30min because I need sudo to install libzmq3-dev for ZMQv4.x which (from what I have gathered from the docs) means that I can't use caching. Instead, Juno needs to recompile the universe for every build and in haskell that takes a long time if you have a lot of deps.
The whitelisted Travis-CI version of libzmq3 is for ZMQv3.0. I'm happy to help if help is needed.
