scroll sensitivty option

issue:

(not sure if this counts as a bug report or a feature request...) the scroll sensitivity option in options > controls > mouse controls affects how many items the item swapper goes through at a time, making it skip over items.

request:

add a setting to toggle whether or not scroll sensitivity affects the item swapper, something like this:

How does mouse sensitivity affect the scrolling? These should be independent.
