Insert Timestamp does not work properly with Locale DE

Example of generated Timestamp on new note when using german locale:

"Notiz von JJJJ-09-TT 08:13:25.186"

Can the lines https://github.com/tomboy-notes/tomboy/blob/e7a27fbe4589b7190f95bacb3b073ac2e17ff455/po/de.po#L1652 3ff be deleted?

Or change https://github.com/tomboy-notes/tomboy/blob/e7a27fbe4589b7190f95bacb3b073ac2e17ff455/po/de.po#L1654 to a german format: "dd MM yyyy HH:mm:ss.fff"

Just fyi: there's also Ubuntu issue 1799853 for this.

This bug seem to be present since Jan 2016.

There seems to be a mixture between locales anyway. As you can see here, my UI is in English but the title of the new note is in German including this bug): Tomboy bug
