Preserve Type Hints in decorators

With Python 3.10 (and earlier with typing_extensions), we now have access to allow decorators to properly forward type hints from the wrapped function.

Agree- this is also an issue with docstrings. the limits decorator kills docstrings for functions and classes it's used on
