Configure Automation Tooltip

User Story As a user, I want it to be clear what making new automation rules means, so that I understand which rules apply to which images.

Acceptance Criteria

• Have a tooltip next to "Configure Automation Rules" that says: "These rules only apply to images going forward. If you have existing images, they will not be re-processed when you update these rules."
• Tooltip message should appear immediately when user overs over tooltip icon
