Notify users of successful form submissions

At least two forms that I know of (the Create Projects form and the the Register Wireless Camera form) don't display a successful form submission toast and/or don't clear the form so it's a bit unclear from the user's perspective whether or not the submission was submitted. It's worth fixing those forms and auditing all others to make sure successful (and unsuccessful) form submissions are clearly communicated to users.
