Make UI truely responsive

Currently, we force-toggle to the grid view on a small screens, and we toggle into the image table view on larger screens. Ideally, however, users would be able to choose between the table view and grid view on any screen size and the transition between larger and smaller screens would be gradual, fluid, and adaptive rather than abrupt.

I think this would be a significant design challenge but might be worth undertaking. The grid-view on desktop is a frequently asked for feature and one that offers a lot of potentially efficiencies, especially with bulk-select.
