Hotkeys for annotation application

Come up with a strategy for making Label/Tag annotation more efficient with hotkeys. We will likely want to provide some level of user-configurable customization because we can't anticipate which Tags/Labels will be most commonly used and desirable to have as hotkey options, but also restrict the keys/patterns available for configuration somewhat so that they don't conflict with other keyboard interactions.
