Provide documentation on what permissions each role grants users

In the user management modal. Dynamically drawn from the Roles.js file would be nice to have but we also could also just hard-code some text descriptions for now.

While we're at it, it's worth revisiting what those permissions each role should have.

I would only include this in sprint if it's very small level of effort. We currently list out the info in the documentation and in the soon to be released tutorial videos.
