chore: add llms.txt
Added inside a static folder so we don't get the project messy and we can handle any further static files to be added in build-time later.
Allow 10 minutes from last push for the staging site to build. If the link doesn't work, try using incognito mode instead. For internal reviewers, check web-documentation repo actions for staging build status. Link to build for this PR: http://docs-dev.timescale.com/docs-chore-static-files

@billy-the-fish this is the initial llms.txt file. Please feel free to merge it whenever you think it's more appropriate.

@robsoncoelho only after this is merged, I added this script to copy these static files during production builds. I can also open a new PR on web-documentation to add this to build-dev as well, not sure why I didn't

@coelhucas did you do this? I think it would be nice to see llms.txt file being loaded on this preview link before we push to production.
