Move Exports tab to sidebar

I think conceptually, it makes more sense to move the Exports tab to the sidebar rather than keeping it in an individual project's exports dropdown.

Yeah, post 0.9.0. There's some larger conceptual refactoring to do around exports and how they relate to individual projects and files. See #884 for some more discussion.
