Mark a new version for packaging in Conan

I'm trying to package this library in https://github.com/conan-io/conan-center-index/. Even though we do accept snapshots, it is preferred to use actual versions if they exist. It seems like there is plan to make releases, and it's been ~2 years since the last release, and most of the stuff in TODO.md are cleared. May I ask for a new version (not necessarily 1.0)?
