Add possibility to manage user-defined platforms

Currently, ML only supports the platforms it ships with its database.

The possibility to add custom platforms would give users more freedom in using ML.

Download this beta build and you can use the context menu (right click) within the Platform Settings dialog in order to add more platforms (either from a very extensive list or even custom platforms named by yourself).

1.3.0b1 had a missing file, I uploaded https://metropolis-launcher.net/beta-releases/metropolis_launcher_1.3.0b2-mk2k.zip

If you already downloaded 1.3.0b1, here is the missing file: https://metropolis-launcher.net/beta-releases/SharpCompress.dll put it in the dll\ subfolder.
