Switch to using cloudbuild-workspace module

TL;DR

We should switch to using https://github.com/terraform-google-modules/terraform-google-bootstrap/tree/master/modules/tf_cloudbuild_workspace which provides native cloudbuild BYOSA and remove complexity with impersonation via Terraform. This will also need to some updates to testing to support native impersonation.
