Karpenter role doesn't work in China due to missing service principal DNS

Hello, this is somewhat the same as https://github.com/terraform-aws-modules/terraform-aws-eks/issues/3155.

As https://github.com/terraform-aws-modules/terraform-aws-eks/issues/3155#issuecomment-2352537407, https://github.com/terraform-aws-modules/terraform-aws-eks/issues/3190#issuecomment-2441014651 and https://github.com/terraform-aws-modules/terraform-aws-eks/pull/3157#issuecomment-2354223484 state, both of the service principals are required in China - without both of them, the error in https://github.com/terraform-aws-modules/terraform-aws-eks/issues/3155 is raised by Karpenter.

I opened this issue because there hasn't been any follow up in the mentioned discussions - not sure whether there's a misconfiguration in my setup (using v2.35.0).
