[tfjs-converter] fixed protobuf version mismatch error on cloudbuild

Seems the cloud build still having trouble to correctly compute the pip deps. Manually set the protobuf version to be the same as tensorflow. ref https://github.com/tensorflow/tfjs/issues/6698
