Who can give an explanation of all_reduce_spec ?

What's the difference between parameter server and replicated mode ?
Does all_reduce_spec only works with replicated mode ? all_reduce_spec has a choice of "pscpu or psgpu". What's the difference with parameter server mode + local_parameter_server='cpu or gpu'?
