German culture number format is not applied for the AA contrast in ColorPicker

Reproduction of the problem

  1. Open this Dojo example - https://dojo.telerik.com/OFePorEb/2
  2. Open the ColorPicker

Current behavior

The AA number separator is "."

Expected/desired behavior

The AA number separator should be "," for German culture

Environment

  • Kendo UI version: 2022.2.621
  • Browser: [all]
