Configure Default Resolver - promotion to beta tracking issue

Feature looking for Promotion

Promote Configure Default Resolver to beta. In TEP-0133, we introduced configurable default Resolver type by a new field default-resolver-type in the config-defaults.yaml to reduce verbosity when using remote resolution.

@tektoncd/core-maintainers any objections against promoting this to beta? It's been a year and a half since this has been alpha.
