anchor mouse hoverover disabled on completed step

Hi,

Would be nice to have the anchor mouse hoverover show the same icon for completed sections as it does for sections that are currently unavailble when the anchors are not clickable. Currently it shows the mouse cursor as if it's a clickable item, but clicking has no effect. Where the unavailable items show the red circle with a line through it when a section is not available. in this example (hoping it pasted correctly) I would like the hoverover mouse cursor for part 1 and part 2 to be the same as part 4.
