Using repodata subfolder rather than Packages subfolder to identify RPM repos

I have an existing RPM repo (in Artifactory) that didn't make use of Packages folders. That suggests to me that perhaps the repodata folder is a better indicator of an RPM repo here: https://github.com/tarantool/mkrepo/blob/master/mkrepo.py#L22
