[Bug] 基于 methdoc 的情况下生成的yapi 不支持 tag 标签

我配置了 @tag 注解自动转成 yapi的标签 controller 层没问题 但是 如果是 是个service 不行， 加了 tag 也 无法生成 带tag 的yapi文档
