How to handle `:keywords` assuming clojure macros?

How should clojure :keywords be handled, assuming that clojure macros can be defined, and can look at the values within the syntax objects?

Should :keywords be different from racket #:keywords so that racket keyword functions can be used with clojure :keywords as normal arguments and not interpreted as #:keywords, or should they be the same thing, with the loss of racket #:keyword arguments?
