What should be the structure of the paper?

Let's figure out there a rough structure of the paper, and then people can start submitting PRs to implement it in latex.

As Aaron pointed out, we should look at the papers here https://www.scipy.org/citing.html, get some idea and decide according to our needs.

We need to figure out where we will be submitting the paper. You can look at the papers on that SciPy page for some ideas of how these can look. But note that those differ widely (consider the difference between the scikit-learn paper and the scikit-image paper, for instance).
