@sveltejs/adapter-cloudflare ignores ssr = false and prerender = false

Describe the bug

The generated _worker.js file still contains all of the client only pages and it's dependencies, which is a problem since Cloudflare limits the worker's size to 1MB (free) or 10MB (paid)
