'Chat timeout' role

Add a slash command to perform a chat timeout, which in effect:

• adds a chat-timeout role to their profile for a set amount of time
• After the set time elapses, remove the role
• This role would disallow affected members from participating in text channels only; particularly tech-chat, non-tech-chat, contributing, and editor-tools-questions

Example command:

/chat-timeout @theetrain 1h
