Improve Machine auto translate dialog UI

Here is the images in figma The needed changes:

  1. Move "Auto-translate All" to the right.
  2. Make "Auto-translate All" and Import, Export actions adaptive. They should be converted to icons when needed
  3. Show "Translate from [locale title]" as a label if there is no choices
  4. Make "Translate from: " as caption for dropdown with locales
  5. Add headers to the table.

Related issue that has to be fixed after implementing this ticket.
