Add an option / UI to validate the Survey and its Element Properties

User Issue: T14494 - How to validate custom properties particular time. https://surveyjs.answerdesk.io/internal/ticket/details/T14494

Usage Scenario: A survey/its element contains required properties. Before publishing/saving a survey, it is required to validate the entire survey and ensure that properties are valid.

Suggestion: implement an option/UI to validate all survey properties and notify users that some properties are invalid and allow to fix them.
