Option to disable new window creation when dragging tabs

1. Request

It would be nice, if would be possible disable tab dragging to new window.

2. Justification

If:

• I open tab use mouse,

and

• big file in my tab,

and

• I little hold my left mouse button,

tab drag-and-drop to new window:

It's no good behavior for me.

3. Settings

Operating system and version: Windows 10 Enterprise LTSB 64-bit EN Sublime Text: Build 3126

I reproduce the problem in a version of Sublime Text without plugins and user settings.

4. Steps to reproduce

I open blank tab of test.md file → I drag tab to bottom of Sublime Text window.

An option, that test.md file doesn't drop to new window.

So this is still open. I wish there was at least a hacky way to disable this. It's annoying AF. I end up cursing out loud after the 5th consecutive time I drag&create a window without intending to. It gets pretty frustrating. I reeeeally like Sublime, this is the one and only thing that's ruining it for me.
