App menu flickering / non-functional when not always visible with latest GNOME on Fedora 40

Description

When application menu is set to hidden (not always visible) and you press Alt to show it, it either flickers on/off or doesn’t display at all.

Steps to reproduce

Steps to reproduce the behavior:

1. Hide application menu
2. Press Alt

Expected behavior

Menu should appear and remain.

Workaround

Set application menu to always show (if you can manage to get into the preferences if you already have it hidden).
