[SUGGESTION] TOOLTIPS on Actionable items

As a new user it is unclear to me what clicking anything does. It makes it harder to learn. It took me while to work out what the magic wand does as it looked like it only processed password fields (not sure why I had that issue, if I see it again I'll report it as a bug).

In any case a user should not have to click a potentially dangerous option just to learn (maybe) what it does, a tool tip when the user hovers over it can provide the detail much better.

I think this and #151 are distinct. This deals with tooltips, where as the other involves the creation of some new UI elements for more guided explanation of features.

I think we can keep them separate because they can be implemented separately.
