Add info for Azure offloader

Azure offloader is supported in Pulsar 2.7.0, related info: http://pulsar.apache.org/docs/en/next/tiered-storage-azure/ We need to add related info on Hub.

According to the new solution, the content should be synced from apache/pulsar repo to Hub automatically. So we only need to maintain content in apache/pulsar repo.
