Publish to Maven Central.

Want to use KotlinBootstrap for an internal project where only MavenCentral access is allowed. That's the case for most of the enterprises. So it would be great to publish this library to Maven central for more adoption. Also with the new Maven Central publishing , it make this much more straightforward.
