Update node to latest LTS (v18.x)

As the build infrastructure is updated to keep up with newer version of node, the version of node used by the project should be updated to the latest LTS version of node, currently v18.14.0.

We will have to update to 18.13.0 as 18.14 causes problems with our compiling of Common and TEC; I haven't tested other plugins.
