Set dinamic IpWhitelist

I'm Fabian Rodriguez from Argentina. I'm trying to do a deploy of your component AspNetCoreRateLimit and we need to set it in a dinamic form the IpWhitelist, so we don't have to read it in a file of configuration. Do you have any idea if we can do this? Secondly, the GeneralRules have a priority over the IpRateLimitPolicies, can we change that or the GeneralRules have to always have priority over the IpRateLimitPolicies?
