Rocket Turrets

Rocket turrets should probably only attack a sandworm if there isn't an opponent within range. not sure if it's a bug, intended, or imitating the classic Westwood.

good suggestion. I'm still not sure how to approach this, but I have seen that this is an issue myself as well.
