Allow independent comment_payout_beneficiaries for each token?

I'm thinking that for the initial implementation, comment_payout_beneficiaries can only redirect STEEM rewards.

We can add another comment_options_extension later which allows redirecting token rewards as well.

By "initial implementation," I meant "initial testnet implementation." We can add this feature to a later testnet if we feel it is important or testnet participants want it.

If nobody on the testnet seems to miss it, then we can skip implementing it to get to release faster, then come back and add it in some subsequent regularly scheduled hardfork.
