The OpenSearch Serverless OCU is calculated by account / region level. Have you removed all the bots which are deployed by `enableRagReplicas=true`?

As described [here](https://github.com/aws-samples/bedrock-claude-chat/blob/v2/docs/migration/V1_TO_V2.md), you might want to check both regions `bedrockRegion` and app region.
