z-index issue with replicator sets

Bug description

It's just a CSS z-index issue that causes the cancel/apply nav area to position under the field set content.

How to reproduce

Create a new replicator with sets and fields within the sets

Which browser are you using?

It's Chrome 129.0.6668.90 (Official Build) (arm64). I've checked and it happens in Incognito mode too (no extensions running). But it works fine in Safari and Firefox 🤔
