Add feature to transfer a name to another address

It is possible to register a name in the browser but it is not possible to renew a name or transfer a name to another address in the browser. Currently users are directed to use the blockstack-cli tool for these tasks. Users should instead be able to renew and transfer a name to another address from the browser.

I see there is now a feature to renew names in Blockstack Browser:

I have changed the scope of this issue from "transfer and renew" to just "transfer" since there appears to still be no way to transfer a name from one address to another using the Blockstack Browser.
