Add "v" prefix to git tag names

For consistency with other projects from the portfolio, the name of git tags for each version should be prefixed with a v.

The release process should be updated to adopt this naming convention starting from 5.0.0 GA, which should be tagged as v5.0.0 (and not 5.0.0).
